Economic Activities of German Local Authorities – Critical Notes from a Public Finance Perspective

Within the last two decades, local authorities throughout Germany have increased their revenue by stepping up their economic activities. Municipal business ventures range from energy supply to catering services and even food retail, and are almost all justified by some public purpose or other. In 2010, local authorities in western Germany earned 5.3 pc of total revenue from their economic activities, compared to 4.7 pc in 1992. The share in eastern Germany was rising over the same period from 4.3 pc to 5.1 pc. In fact in 2010 a total of € 9.3 billion was earned by local authorities this way (compared to € 6.0 billion in 1992). The aim of the paper is to examine this trend from the perspective of public finance by drawing on the theory of public goods, the theory of fiscal federalism and some aspects of new political economy. Although the results vary somewhat depending on the angle taken, on balance the new economic activities by local government in Germany must be assessed negatively

Reduced Consumption for Transport due to Population Ageing? An Analysis of Expenditures of Private Households in the European Union and Potential Implications for the Public Sector

The paper focuses on potential effects of the ageing of the population on consumption expenditures of private households in the field of transport. Theoretical considerations as well as previous empirical results suggest that older households consume different goods and services than younger ones due to changing preferences and needs by increasing age. Possible consequences of these changes for goods and services in the transport sector are in focus. The expenditures of European households on transport based on the national household budget surveys of the 28 member countries of the European Union are analysed. The results suggest that expenditures in transport decrease at retirement age in all considered countries. Moreover, the structure of goods and services consumed in the transport sector changes over the life cycle of a private household, with implications for the public sector due to the ageing of the population to be expected

Um die individuelle Akzeptanz und gesellschaftliche Verbreitung technologischer Neuerungen in Form von Elektrofahrzeugen angemessen einschätzen zu können, muss die Perspektive eines potenziellen Nutzers und seines Entscheidungsverhaltens berücksichtigt werden. In Anbetracht dessen liefert der Beitrag einen Einblick in die vorliegenden Erkenntnisse zu den Bestimmungsfaktoren der subjektiven Substitutionsbereitschaft zwischen konventionellen Antriebssystemen und Elektrofahrzeugen im Bereich des motorisierten Individualverkehrs. Auf dieser Grundlage werden zudem einige sich daraus ergebende Implikationen für den Verkehrsbereich, die Umwelt sowie die mögliche Verbreitung von Elektrofahrzeugen im urbanen und ländlichen Raum abgeleitet.For the individual acceptance and social dissemination of technological innovations like electric vehicles in an appropriate manner the decision behavior of potential users should be taken into account. In consideration of this the paper provides an overview concerning relevant determinants of individual willingness to substitute between conventional propulsion technologies and electrical drive engineering in the field of individual motor car traffic. Based on these insights some significant implications of electric vehicles regarding future trends in traffic, important environmental effects as well as the spread of electric vehicles in urban and rural areas will be derived

Strukturschwache Räume im Standortwettbewerb - Fallanalyse Kärnten unter besonderer Berücksichtigung der Städte Klagenfurt und Villach

Mit Kärnten wurde eine Region untersucht, die im Vergleich zu anderen Regionen Österreichs eher ländlich strukturiert und wirtschaftlich strukturschwach ist. Nach Jahrzehnten der Grenzlage im europäischen Binnenmarkt sieht sich Kärnten aufgrund der EU-Osterweiterung sowohl mit neuen Chancen für die Standortentwicklung als auch mit einem erhöhten Wettbewerbsdruck aufgrund osteuropäischer Konkurrenz konfrontiert. Der in den zurückliegenden Jahren durch wirtschaftspolitische Maßnahmen auf Landesebene eingeleitete technologieorientierte Strukturwandel zeigt, dass auch in einem durch nachholende Entwicklung geprägten Wirtschaftsraum auf neue Herausforderungen im Standortwettbewerb erfolgreich reagiert werden kann. Dies gilt vor allem für die beiden Städte Klagenfurt und Villach, die als regionale Ballungszentren einen Entwicklungsmotor für das gesamte Bundesland bilden.Here the investigation turns to Kärnten, a region that is more rural and has a weaker economic structure than other Austrian regions. After decades of being a border region in the European internal market, the eastwards extension of the EU is now bringing the Kärnten location both new development chances and also increased competitive pressure due to East European competition. In recent years the state has been pursuing economic policy measures to introduce technology-oriented structural transformation, a course that shows that even in an economic area characterised by catch-up development it is possible to react successfully to new challenges in locational competition.
